When replacing roof that has synthetic underneath, does it need to be removed from plywood then apply new underlayment?

This is what roofing expert John Kenney from Cotney Consulting Group had to say in response to your question:
 
Building codes define this and require all existing layers of roof coverings, including synthetic underlayments, to be removed down to the roof deck during a roof replacement. Self-adhering membrane underlayments are the only exception to this rule, and they may be left in place and covered with another layer of the membrane.
